FINANCING MECHANISM
Investing in Energy Efficiency for Sustainable Growth
The Energy Efficiency and Innovation Fund (EEIF), established with the support of the World Bank and the Government of Uzbekistan, provides concessional loans and co-financing for energy efficiency investments in public water utilities (Suv Taminot) that demonstrate measurable reductions in energy consumption.
Operating through a revolving mechanism, the Fund reinvests repayments into new initiatives, ensuring a continuous and sustainable flow of financial resources for the modernization of Uzbekistan’s municipal infrastructure.
This model supports the rehabilitation of water supply systems, promotes the introduction of energy-efficient technologies, and helps strengthen the institutional and operational capacity of public utilities to improve performance and reduce costs.
By combining national priorities with international best practices, the Fund strengthens Uzbekistan’s transition toward a greener, more resilient economy.

Since its establishment, the Energy Efficiency and Innovation Fund (EEIF) has played a central role in accelerating Uzbekistan’s transition toward a sustainable, low-carbon economy.
Supported by the World Bank and the Government of Uzbekistan, the Fund provides financial and technical assistance to public water utilities (Suv Taminot) to modernize their operations and reduce energy consumption.
By investing in the rehabilitation of pumping systems, automation of water supply processes, and introduction of energy-efficient technologies, the Fund promotes responsible energy use and strengthens national energy independence.
Through close collaboration with Suv Taminot organizations, government institutions, and international partners such as the World Bank, the EEIF ensures that every investment delivers measurable environmental and socio-economic impact — creating long-term value for the country and its people.
