This project aims to enhance water services and establish a sustainable system.

Project Components

Transforming Water Infrastructure with Smart Investments

Upgrading water systems, reducing energy waste, and ensuring sustainable, cost-effective operations for Uzbekistan’s future.

Uzbekistan’s water utilities face high energy costs and outdated infrastructure, leading to inefficiencies. This project funds critical upgrades, including modern pumps, leak reduction, smart monitoring, and renewable energy solutions.

By investing in sustainable technology, the initiative improves service reliability, financial stability, and environmental impact.

This project consists of four key components:

Sector Policy, Regulation, and Institutional Strengthening

Developing new regulations and policies for better water management.

Energy Efficiency Financing Facility

  • Replacing outdated pumps
  • Reducing water leakages
  • Implementing pressure management systems
  • Installing smart meters and SCADA monitoring systems
  • Introducing renewable energy solutions (solar, biogas, small hydropower)

Regional Infrastructure Investments

Expanding and modernizing water supply networks.

Professionalization of Water Utilities

Providing training programs for water utility professionals to improve their expertise.

Fınancıng and Implementatıon Process

The World Bank funds the project through the Ministry of Finance, which transfers resources to JSC Uzsuvtaminot.

Funds are allocated based on measurable energy savings and verified improvements.

The Energy Savings Capture Account

How does ESCA work?

    Savings from energy efficiency projects are deposited into the ESCA fund.

    These funds are reinvested into new energy-saving projects.

    Utilities pay back investments using cost reductions, making the system self-sustaining.

    Goal: To create a continuous improvement cycle in water sector energy efficiency.

Implementation Timeline

5-Year Implementation Plan

The project is structured in phases, ensuring gradual improvement and measurable results:

  • Year 1–2: Pilot projects in key regions.
  • Year 3–4: Large-scale expansion of successful models.
  • Year 5: Full implementation and long-term sustainability planning.

Background of the Project

The Government of Uzbekistan has undertaken comprehensive reforms to improve access to safe, reliable, and affordable drinking water. Currently, 14 regional water utilities (Suvtaminot) operate outdated and inefficient infrastructure, leading to high energy consumption and costs.
